The Gaza Humanitarian Fund: IOF Designed, US-Backed
As the people in Gaza face dire levels of famine and mass starvation, delivering aid is critical to the survival of our people. However, the few aid sites that exist have become notorious killing fields where over 1,000 Palestinians have been killed and 4,900 injured.
These aid sites are integral to the plan to ethnically cleanse and massacre Palestinians. These sites are a means to concentrate Palestinians into designated "humanitarian zones" in the South, forcing people to either leave the North or risk acute starvation to remain.
The US and Israel colluded to circumvent the long- running order of hundreds of aid centers, set up by the UN and other international organizations, propping up GHF as the sole distributor of aid.
Palestinians in Gaza have reported terrifying accounts of the scenes at these sites: “If people arrive early, they get shot. If they are on time, but there is overflow and they jump over the mounds and the wires, they get shot. If they are late or shouldn't be in there because it is an evacuation zone, they get shot.”
Many do not even attempt to go to the sites out of fear for their lives. Those who do go prepare to return home with nothing, or even lose their lives. This is murder masquerading as aid.
The cruelty of these sites have sparked global outrage and condemnation, but what exactly is the GHF?
The GHF's rise comes after two years of the US and Israel working to discredit, undermine, and defund UNRWA, paving the way for a new aid distribution model which serves Zionist and imperialist interest. The foundation purports that its near monopoly on aid is due to its innovation, trusted network, and logistical capability. However, the reality is it operates in Gaza only because the IOF allows it to.
Despite claims of distributing 80 million meals, famine is rampant and 85% of Gaza's population has entered the fifth stage of malnutrition.
The GHF is characterized by lack of oversight, circumvention of governmental and international norms, and coordination with the zionist entity. Reports indicate that the idea for a private aid organization originated a year ago from a close collaboration between former US defense and intelligence officials and Israeli officials. In their plans, Palestinians would undergo biometric screenings at sites to receive aid from designated NGOS.
Over time, tens of thousands of Palestinians would be concentrated in guarded compounds. Focusing aid in the south of Gaza is an attempt to displace the Palestinian population in service of Israeli military goals.
This is not the first time the US and the Zionist entity have used aid as a weapon of war.
In May 2024, the US-built "humanitarian pier" was revealed to be carrying counter-drone equipment. The same pier was then used in the Nuseirat massacre, in which the IOF used the guide of a humanitarian aid truck to infiltrate the camp and kill 270 Palestinians.
Recently, in developing the financial blueprint for GHF, Boston Consulting Group (BCG) proposed a plan to expel 500,000 Palestinians from Gaza by offering $9,000 "relocation packages," totaling nearly $5 billion.
These deceitful plots prey on the vulnerability and desperation of our people in service of ethnic cleansing and mass murder.
The GHF shields itself from scrutiny by obfuscating its operations through multiple contractors who carry out different aspects of the work.
They contract Safe Reach Solutions (SRS), to provide operational and logistical support. They also contract UG Solutions as a security contractor which deploys mercenaries to their aid sites. UG Solutions recruits at the rate of $1,000 a day with $10,000 up front. SRS and UG Solutions have been on the ground in Gaza since January 2025, operating checkpoints while Palestinians returned to the North Gaza during the ceasefire.
GHF's operational plan mimics the US invasion of Iraq, in which shadow corporations and mercenary firms were deployed through the Department of Defense to execute the imperialist plot.
These firms are responsible for some of the worst crimes of the war, most infamously Blackwater whose mercenaries killed dozens of Iraqis and CACI who was contracted to torture Iraqis at Abu Ghraib. This is no coincidence. Reports show that, through GHF, Israeli officials want to achieve in Gaza what the US did in Iraq: total control of the civilian, military, and political infrastructure through mass murder, devastation of existing infrastructure, and establishing dependency on imperialist institutions.
While the GHF may be a shadow organization, the people associated with its operations are not. These are not simply war criminals. These are directors of ethnic cleansing, who revel in the brutality of the war and devise schemes to massacre our people.
Jeremy Lewin – State Department & USAID: Under Secretary for Foreign Assistance, Humanitarian Affairs and Religious Freedom at the State Department & USAID Deputy Administrator. Jeremy Lewin has a history of violent outbursts and voicing white-supremacist and xenophobic views. He gutted USAID through his position at DOGE and, ignoring the previous USAID report with significant concerns about GHF’s application for funding, waived the process to grant GHF $30 million in funds.
Kenneth Jackson – Director of the Institute of Peace: Kenneth Jackson is a State Department official appointed through DOGE who pushed Jeremy Lewin to waive the application requirements for GHF’s $30 million grant.
Johnnie Moore Jr. – GHF Executive Chairman: Rev Johnnie Moore Jr. is an evangelical priest who builds international partnerships to advance imperialism and Zionism. This includes serving on the ADL Task Force for Protecting Minority Groups in the Middle East, visiting Syria in June 2005 to meet with the president, promoting the Abraham Accords in May 2024 in meetings with the King of Bahrain, and consulting on the 2020 peace deal between the UAE and Israel. He also sits on the board of the International Fellowship of Christian and Jews, a US-based organization dedicated to promoting Jewish immigration to Israel as the fulfilment of biblical prophecy and has gone so far as to visit Israel in 2023 during the war. In 2017, he received the medal of valor from the Simon Wiesenthal Center for his interventions in Syria. He is now the main voice of the GHF, speaking about its work to governments, media, civil society and other stakeholders drumming up support for their programs.
John Acree – GHF Interim Executive Director: John Acree has been an outspoken champion of “civilian-military cooperation” for the past 35 years, during which he served as the main liaison between the DOD and USAID for their combined work in Iraq, Tajikistan, Albania, Afghanistan, Pakistan, and more. He advocates for the use of economic and social initiatives for local populations to build positive attitudes towards US imperialist interests. He provides extensive accounts of these projects and the social manipulation employed to garner support for their work. He is currently stationed in Tel Aviv where he is responsible for designing and implementing the operations of GHF and coordinating with their partner organizations.
Philip Reilly – CEO of Safe Reach Solutions: Philip Reilly is an ex-CIA paramilitary officer who trained Contra fighters in Nicaragua, was one of the first deployed to Afghanistan during the US invasion, and served as the CIA’s deputy station chief in Baghdad. He was also deeply involved in the beginning of the US drone program, connecting between the CIA and DOD. He alter worked for Constellis, formerly known as Blackwater, and was a defence advisor to BCG. He was involved in the early planning of GHF in coordination with Israeli officials and remains a critical node in the GHF infrastructure. He establishes much of the relationships GHF holds with other organizations and institutions. cSebastien Cazenave is a French national who works to optimize GHF’s operations. He reports to GHF’s interim ED John Acree.
Chapin Fay — GHF Spokesperson: Chapin Fay is a seasoned Republican strategist. He provides daily reports on the GHF website and Twitter, discrediting other international situations, promotes disinformation about the massacres at their aid sites, and peddles lies about the effectiveness of their distribution efforts.
Loik Henderson – GHF Board Member: Loik Henderson is a contracts attorney and board member of GHF. He represents GHF in their business filings. He has no prior experience in delivering aid or humanitarian work.
Charles Africano –Officer at Safe Reach Solutions: Charles Africano is an officer at SRS and Senior Manager at Academi, a Blackwater affiliate. He represents SRS in their Israeli business filings.
Jameson Govoni – CEO of UG Solutions: Jameson Govoni is an ex-Army Green Beret and was deployed to Afghanistan, Iraq, and Colombia. He was involved in evacuating U.S. citizens from Gaza at the beginning of the genocide through his organization the Sentinels Foundation. He currently recruits mercenaries and coordinates their role in tandem with the IOF.
Ward McNally — Founder, CEO, AND Managing Partner at McNally Capital: Ward McNally manages his generational wealth and pioneers a private equity investment strategy which focuses on defense contractors. McNally Capital acquired Orbis, a predecessor to SRS, and provided the investment in GHF for their initial operations in Gaza.
Matt Schlueter –Ex-President of BCG Federal Corp: Matt Schlueter is a former Air Force officer. While at BCG, he worked in collaboration with Israeli think tank Tachlith to develop the initial plans for SRS, post-war reconstruction in Gaza, and financial payouts for Palestinians who leave Gaza.
Ryan Ordway –Ex-Managing Director & Partner at BCG: Ryan Ordwar is a former US Army infantry officer with 15 months of combat experience in Iraq and Afghanistan. He worked with Schlueter at BCG to support the creation of SRS and develop and ethnic cleansing model which paid Palestinians to leave Gaza.
